    The Conservative Coalition Constitution

    We, the nations of the Conservative Coalition, each nation acting in its sovereign and independent character, in order to form a permanent regional government, establish justice, insure domestic tranquillity,and to ensure the future prosperity and effectiveness of our region, do ordain and establish this Constitution for the Conservative Coalition

    Article I: The World Assembly Delegate

    The WA Delegate is the chief executive and “commander-in-chief” of the region. He has the power to veto legislation passed by the Congress. The Delegate also has the power to create executive orders to address imminent problems as long as they do not violate the Constitution. The WA Delegate will be elected democratically in an open election. This election is to take place on the regional board. WA nations will vote by stating their preference on the board. The election will last twenty-four hours, upon the end of the election all WA nations are required to endorse the elected Delegate. The WA Delegate will serve a term of 21 days. A WA Delegate may be censured by a unanimous Congressional vote or a referendum including ¾ of all WA nations belonging to the region.


    Article II: The Cabinet


    A) The Vice Delegate is responsible for assuming the WA Delegate’s responsibilities when he is unable to do so. He will act as the WA Delegate’s closest and most important advisor. He will be greatly involved in spurring the activity of the region as well as enforcing the laws of the region outlined in this document and those included in legislation. The Vice-Delegate will also preside over the Congress, and be allowed to vote on all legislation.
    B) Because the cabinet is only a group of advisers, and hold no real power, the WA Delegate may establish or eliminate any office he so chooses. Any cabinet official can be replaced by the WA Delegate for any reason
    C) The Congress may, by a unanimous vote off all members, censure a cabinet official. The WA Delegate must comply with the censure and appoint someone else to fill the post, or disband the office altogether.

    Article III: The Congress

    The Conservative Coalition Congress is the voice of the nations not directly involved with the administration of the WA Delegate. They will amplify that voice and present it to the administration via legislation. Legislation passed by this body must be in accordance with this constitution and further the conservative and traditional mission. The Congress may also pass non-binding resolutions to act as recommendations to the Delegates administration or to the members of the region.

    A) One member will be elected for every six WA nations belonging to the region with a minimum of three members. Members of the Congress will serve a term of 21 days. The election for these positions will be held on the regional board, three days after the WA Delegate election, and be organized and conducted by the WA Delegate. Voting will occur during a twenty four-hour period. A special election to replace a member of the Congress may be called by the WA Delegate if an elected congressman is inactive for ten days. Congressional seats will increase via Executive order by the new Delegate prior to the start of the Congressional Elections.
    B) Any act of war must be approved by the Congress in a private session. Any treaty must be approved by the Congress. The Congress is a permanent body and may not be dissolved. A simple majority Congressional vote is necessary to pass a bill into law. The WA Delegate has the right to veto legislation and an override of that veto requires an 80% majority vote by the Congress. However the administration will play no further role in the function of the Congress.



    Article IV: Regional Security

    While the WA Delegate is responsible for the enforcing of our regions laws, we realize that as our region continues to grow this job will become increasingly difficult. We also realize that no security force exists to protect the CC from an invading region (s). It is with this in mind that this article states that a military force must exist at all times to keep regional stability high.

    Section 1: Conservative Coalition Militia

    A) The CCM will be under the command of the WA Delegate, who may appoint a Secretary of Defense, and a General. The Congress will approve the General by a majority vote. (Only from those recommended by the WA Delegate)The General will serve at the discretion of the Delegate(or SecDef) but can not be demoted within 1 days of the upcoming election and not until Congressional elections have finished. This body cannot be dissolved under any circumstances. In the event the Congress or the Delegate find that the General is not fulfilling his duty, he may be replaced.
    B) The CCM must have at least 2 soldiers at all times (the General does not count) Total size will be at the discretion of the WA Delegate.
    C) Soldiers will be made up of volunteers in times of peace. Terms of service may be decided on by the Delegate. In the event of war WA member nations can be conscripted, to protect the region from takeover/launch counter attack, by the WA Delegate, but the Congress must pass a bill consenting to the draft.
    D) Duties- Protect region from invaders and invade other regions if war is declared (see Article III)

    Section 2: Additional Forces & Command Structure

    A) As Commander-in-Chief the Delegate has overall authority, unless Congress finds him guilty of treason. In which case the CCM will remove him.

    B) As the Region grows additional groups may be needed. These groups can be created by amendment or Congressional approval.

    Article V: Rights of Member Nations

    1) All member nations belonging to the World Assembly may vote in elections. Members not belonging to the WA may be duplicates, thereby allowing an individual to cast multiple votes.

    2) All member nations have the right to free speech, press, assembly, petition and religion as long as they don’t impede another’s right to the like. Congress may not infringe on any of these rights at any time.

    3) All member nations have the right to come and go as they please but are encouraged to take an active role in the happenings of the region. If a member nation has been proved to be hindering the function of the region, or commit an act of treason that member may be ejected and/or banned by the WA Delegate. No members of the Congress, or the Delegates administration can be removed without a majority Congressional vote.

    4) Treason will be defined as the deliberate attempt to subvert the Congress and/or the WA Delegate. Giving sensitive information to other regions will also be classified as treason. In the event a member nation is found guilty of treason by a ¾ vote of the Congress he/she will be banned from the region until the people of the region decide he/she may return. If/when the nation returns he/she is banned from holding any office until Congress views the case. In the event that a Congressman is charged with treason by the WA Delegate, he may be removed from office by a unanimous vote of the Congress(himself abstaining)

    4) Hindering the function of the region will be defined as massive spam on either the regional board or the forum. In addition any activity that has the potential to harm the region but is not treason. This is to be determined by the WA Delegate

    Article VI: Amendments

    We recognize that this document may not be complete and as such a system will be created to address issues as they arise. Amendments to the constitution must be voted on by both the Congress and all WA nations. Amendments are to be proposed by Congress but they must approve it by a 3/4 vote before members of the region vote it on. To become part of the Constitution a 3/4 vote is required of all WA citizens in the region. Amendments will be voted on at the same time as the Congressional elections and the voting will be open for twenty hour hours.

    I know it's rather depressing really, I would have thought their 'new start' would have had a new and radically different constitution.
