    Article One: The Executive Branch

    Section 1: The World Assembly Delegate
    The WA Delegate is the chief executive and “commander-in-chief” of the region.

    A) Powers of the Delegate
    He has the power to veto legislation passed by the congress. The Delegate also has the power create executive orders and Special Delegate Directives to address imminent problems as long as they do not violate the CCC. (SDD are guidelines and are non-binding)

    B) Terms and Time of Service
    . The WA Delegate will serve a term to be determined by Congress. Any changes Congress passes cannot effect the current Delegate and any consecutive terms. A WA Delegate may be censured by a unanimous congressional vote or a referendum including ¾ of all WA Citizens. A referendum can be called by any member of the Cabinet, a member of the Supreme Court or The Founder. Also should the Delegate continue illegal actions despite a unanimous ruling by the Supreme Court, the Founder may remove the Delegate. Additionally, since this document no longer specifies the positions of the Cabinet, the Delegate is responsible for everything not outlined in this document for the other branches.

    Section 2: The Cabinet
    The cabinet positions will be determined by Congressional law. They will help the Delegate fulfill any duties that may be given to him.

    E) Line of Succession
    Congress is charged with establishing a Congressional law regarding the line of succession.

    Article Two: The Legislative Branch

    Section 1: The Congress
    The Conservative Coalition Congress is the voice of the nations not directly involved with the Executive Branch or the Judiciary. They will amplify that voice and present it to the administration via legislation.

    A) Duties of The Congress

    1) Amendments
    We recognize that this document may not be complete and as such a system will be created to address issues as they arise. Amendments to the constitution must be voted on by both Congress and all member nations. Congress will write the Amendment and must pass it with a 70% vote. To pass the people a simple majority is required. Amendments will be voted on in the forum after the Chief Justice has posted it. He must do this within 48 hours of it passing. Should he fail to do so another member of the Supreme Court must do so.

    2) Regular Bills
    Congress may pass any legislation it deems fit in order to fulfill its objective of serving the people of the Conservative Coalition. Legislation passed by this body must be in accordance with this constitution and further the conservative and traditional mission. The Supreme Court may strike down any Bill that is unconstitutional with a 2/3 vote. Additionally they must create any bills to fill a gap in our laws that the Constitution does not cover.

    3) Non-Binding Resolutions
    Congress may also pass non-binding resolutions to act as recommendations to the Executive Branch, the Judiciary or to the members of the region.

    4) Hearings
    Congress is responsible for holding all hearings of Impeachment and Treason. Congress may impeach any member of the three branches at any time if they feel that they have failed to uphold the high standards of our region and/or have grossly violated the law. Congress will also hold all Treason proceedings. Charges of treason may only be filed by the Delegate, Chief Justice or a 70% vote of Congress.

    B)Terms and Time of Service
    All Congressman are expected to uphold Conservative principle and the Constitution of the region. The number of Congressional seats will be apportioned according to Congressional law. This document will set 11 WA nations as the starting point so the first Congress can be elected. Additional details may be set by Congress in a regular bill.


    Article Three: The Judiciary Branch[/b]

    Section 1: The Supreme Court
    The Supreme Court of the Conservative Coalition will contain 3 members. These individuals will be appointed by the Delegate and confirmed by a 60% vote of Congress. If the Delegate intends to keep a current member of the Supreme Court he does not have to be confirmed again. The time and place of these appointments are to be determined by Congress.

    A) Responsibilities
    The SC is charged with upholding the Constitution of the region and regular law in all matters. They will oversee the actions of the other two branches and ensure their actions are lawful. The exact operation of the SC will be determined by the Chief Justice. The other two branches may have no say in this. They will also act as a "Justice Department" in the region and actively uphold the law on their own and with the help of the Founder and the other branches. Additionally if any lawsuits, trials for crimes, ban appealing will be handled by the Supreme Court varying only by what Congress sets as "laws".

    B) Chief Justice
    The Chief Justice will be so designated by the Delegate when he makes his appointments. He will have the distinct honor of acting as the high election official and oversee all elections and voting. He will also be the head of the Supreme Court.

    C) The Founder
    The founder, Fraunkenstein, will be charged with enforcing the laws of the region in cooperation with the Chief Justice and the Supreme Court. The Founder is encourage to take an active role in the region and with the Delegate's permission advise him on matters of state and assist in the protection of the Region. (Such as National Security). The Founder may also present suggestions to Congress.

    D) Term & Removal of Justice
    In the event Congress and the Delegate feel a Supreme Court Justice has not upheld the law of our region and our traditions, the Delegate may ask Congress to remove him and with a 70% vote remove said Justice from the Supreme Court. The term of a Justice is to be considered life unless a Delegate choose not to appoint him or if the Delegate and Congress remove him.


    Article Four: Rights of Member Nations
    1) All member nations belonging to the World Assembly may vote in elections. Members not belonging to the WA may be duplicates, thereby allowing an individual to cast multiple votes.

    2) All member nations have the right to free speech, press, assembly, petition and religion as long as they don’t impede another’s right to the like. The three branches may not infringe on any of these rights at any time.

    3) All member nations have the right to come and go as they please but are encouraged to take an active role in the happenings of the region. Specific guidelines as regarding these matters and laws defining crimes are to be made by Congress.

    Article V: Other

    Section 1: Military Organization
    The Executive and Legislative Branch are hereby charged with establishing a force to serve as a military to the region. This document will not address any specific points except that Congressional law will overrule the Sec. of Defense.

    Section 2: Citizenship
    The exact details of Citizenship will be determined by Congress. However only WA nations may be allowed to vote in elections.

    Section 3: Notice on Amendments and Bills
    This document recognizes one of the failings of the previous document as containing too many specifics that do not belong in the Constitution. Rather they should of just been regular laws. This document has been in effect stripped of some of these specifics and now instead it will be the duty of Congress to set forth and maintain said rules, regulations and institutions.
