The First sub-department of the Department of Interior is hereby established and will be officially titled the Department of Recruiting. This department will oversee all recruitment efforts of the region and attempt to recruit as many new nations as possible. The department will be led by the head recruiter who will be named as soon as a candidate can be found. The head recruiter will be in charge of appointing a staff of recruiters, no less than 5 who will coordinate their efforts using the recruiting tool to bring as many nations in the region as possible.
The 5 (or more) recruiters will be chosen by the Secretary of the Interior and the Head Recruiter. The position will be on a voluntary basis however in the case of an utter lack of volunteers the SoI may petition the Senate to institute a recruitment draft. If congress approves the SoI may select a set number of nations (determined by the Senate) for mandatory recruiting. If the nation if unable to perform its duties for personal reasons (vacation, school ect.) they may request an exemption. Failure to perform recruitment duties when ordered without a valid excuse will result in punishment determined by the Senate and SoI collaboratively.
The head recruiter, while welcome to recruit themselves is not obligated to. Instead he/she will observe the actions of the recruiters to ensure that they are doing their jobs. The head recruiter will report to the SoI frequently, at least once a week with the progress of the recruitment efforts, including number of nations recruited, number of messages sent per recruiter and will make any recommendations for changes in the recruiting staff as they see fit.
All recruiting will be done via the recruiting tool which will be provided when Daynor gives me access to it. The tool is a quick, easy way to telegram new nations in the feeders. All recruiters will use this tool to send a minimum of 10 messages per day. If a recruiter must miss a day for personal reasons, an exemption can be granted (provided they inform the HR before hand).
Every two weeks, the HR will present the SoI with their recommendation for the recruitment award, which will be given to the top recruiter over that time period. The HR will consider not only the number of nations successfully recruited but the number of nations contacted when awarding this title. The winner will receive recognition for their efforts to further the success of TUS and will receive some kind of graphical award to be determined at a later date.
It is the hope of this department that through its concentrated recruiting efforts, that the number of nations that occupy TUS will greatly increase over the next few months. That however is only half the battle and keeping new recruits here and getting them active will be a top priority and will be addressed in the next standing order.
